Article 1The China Association for Science and Technology is a mass organization of Chinese scientific and technological professionals, a non-governmental organization under the leadership of the Communist Party of China, and it serves as a bridge that links the Communist Party of China and the Chinese government to the country's science and technology community, and is a major force for the country to promote scientific and technological development.
Article 2The purposes of the China Association for Science and Technology are: to take the Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and Theory of Three Represents as the guidance, to thoroughly implement the Scientific Outlook on Development, to unite and mobilize scientific and technological professionals to take economic construction as the focus, to adhere to the idea that science and technology are the first productive forces and that human resources are the first resources, to promote the implementation of the strategy of reinvigorating the country through science and education, the strategy of building the country’s strength in human resources and the strategy of sustainable development, and to build an innovative country of China. To promote prosperity and development of science and technology, to promote popularization of science and technology, to promote the growth and improvement of scientific and technological professionals, and to promote the integration of science and technology and economy. To reflect opinions of scientific and technological professionals and safeguard their legitimate rights and interests. To provide services for economic and social development, to improve scientific literacy of the mass public, to serve scientific and technological professionals, to promote socialism with Chinese characteristics, that is, to promote coordinated progress in the economic, political, cultural, social and eco-environmental fields, to build a harmonious socialist society, and to strive for realizing the Chinese Dream of national rejuvenation.
Article 3The China Association for Science and Technology consists of national societies, associations, research institutions (all of the three hereinafter referred to as societies) and local associations for science and technology.
Local associations for science and technology are composed of societies at the same level, associations for science and technology at a lower level and grassroots organizations.
Article 4The China Association for Science and Technology follows the guiding principle of independent innovation, major leapfrogging, supporting development and leading the future of national scientific and technological work, promotes the fashion of respecting labor, knowledge, talents and creation, advocates the spirit of dedication, innovation, pragmatism and cooperation, and adheres to the principle of independence, democracy and the policy of “letting a hundred flowers bloom and a hundred schools of thought contend”.
Article 5The China Association for Science and Technology raises the grand flag of patriotism, strengthens scientific and technological exchanges with counterparts in the Hong Kong Special Administrative Region, the Macao Special Administrative Region and Taiwan, and safeguards ethnic unity and promotes national reunification.
Article 6- To carry out academic exchanges, activate academic thinking, promote the development of all scientific disciplines, and stimulate independent innovation.
Article 7To organize scientific and technological professionals to contribute to the establishment of a technological innovation system that takes enterprises as the main body and can significantly enhance the enterprises' innovation ability.
Article 8To carry forward the scientific spirit, popularize scientific knowledge and disseminating scientific ideas and methods according to the Law of the People's Republic of China on Science and Technology Popularization; uphold the dignity of science, promote the application of advanced technologies, encourage and organize science educational activities among children and youth, and improve the scientific literacy of all citizens.
Article 9To reflect suggestions, opinions and demands of scientific and technological professionals, and safeguard their legitimate rights and interests.
Article 10To push forward the establishment and improvement of a research integrity supervision mechanism, and promote the construction of scientific ethics and a fine style of study.
Article 11To organize scientific and technological professionals to participate in the making of science and technology-related policies and laws; organize scientific and technological professionals to participate in the political consultation, scientifically informed decisions and democratic supervision of state affairs.
Article 12To recognize and reward outstanding scientific and technological professionals, and recommend scientific and technological talents.
Article 13To provide scientific augmentation and consulting services, and policy advice, facilitate the transformation of research results; undertake project evaluation and appraisal, and participate in the formulation of technical standards, professional qualification accreditation and so on.
Article 14To organize international science and technology exchange programs, promote international scientific and technological cooperation, and develop cooperative relations with scientific and technological organizations and personnel worldwide.
Article 15To carry out continuing education and training programs.
Article 16To develop social and public welfare institutions cohering to the aim of the China Association for Science and Technology.
Article 17National societies are group members of the China Association for Science and Technology. Local societies are group members of local associations for science and technology of the same level. Associations for science and technology above the county level absorb group members. Grassroots organizations absorb individual members.
Article 18Obligations and Rights of Group Members:
Obligations: to abide by articles of this very Constitution, implement resolutions and decisions of the association for science and technology, and carry out various activities in accordance with the articles of the Constitution.
Rights: to elect representatives to participate in the congress of the association for science and technology, to participate in activities carried out by the association for science and technology, to make suggestions for and criticisms on the work of the association for science and technology, as well as to supervise.
Article 19Grassroots organizations stipulate obligations and rights of individual members.
Article 20The membership day of the China Association for Science and Technology is December 15 of each year.
Article 21The National Congress and its elected National Committee are the national leading organizations of the China Association for Science and Technology.
Article 22The National Congress is held once every five years and is convened by the National Committee. Under special circumstances, the congress can be held in advance or postponed.
Article 23The number of deputies to the National Congress and the method for their election shall be decided by the Standing Committee, and their deputies shall be elected through democratic consultation among national societies and associations for science and technology of provinces, autonomous regions and municipalities directly under the Central Government and relevant parties.
Deputies to the National Congress are submit to the system with fixed terms of office.
Article 24The National Congress exercises the following functions and power:
1. To decide on working policies and tasks of the China Association for Science and Technology;
2. To examine and approve the work report of the National Committee;
3. To formulate and amend the Constitution of the China Association for Science and Technology;
4. To elect the National Committee;
5. To decide on other major issues.
Article 25The National Committee Meeting is held once a year and is convened by the Standing Committee.
Article 26The National Committee exercises the following functions and power:
1. To implement resolutions of the National Congress;
2. To elect the Chairman, Vice-chairman and members of the Standing Committee;
3. To examine the annual work report of the China Association for Science and Technology;
4. To decide on conferring honorary titles;
5. To decide on other major issues.
Article 27When the National Committee Meeting is not in session, the Standing Committee takes charge of the work of the China Association for Science and Technology, implements tasks determined by the National Committee, approves the change or addition of members of the National Committee, and the admittance or withdrawal of group members.
The meeting of the Standing Committee is generally held once every six months and is convened by the Chairman or by the Vice-chairman when entrusted to.
Article 28The Standing Committee has a secretariat. The Secretariat is composed of the first secretary and a number of secretaries. The candidates are nominated by the Chairman and approved by the Standing Committee. Under the leadership of the Standing Committee, the Secretariat presides over the daily work of the China Association for Science and Technology.
Article 29The Standing Committee sets up a number of working committees and special committees to assist in the deliberation of relevant matters that need to be examined and approved by the Standing Committee.
Article 30The Standing Committee shall, when necessary, employ persons in charge of relevant departments as consultants of the China Association for Science and Technology.
Article 31The national societies referred to in this Constitution are academic and popular science social organization established according to the disciplines of natural science, technological science, engineering technology and related sciences, or with the purpose of promoting the development and popularization of science and technologies.
Article 32Basic requirements for national societies to join the China Association for Science and Technology:
1. Recognize the Constitution of the China Association for Science and Technology;
2. Register in accordance with relevant provisions of the State Council on the administration of the registration of social organizations;
3. Has academic leaders and a considerable number of members;
4. Regularly carry out academic exchange activities and activities for science popularization at home and abroad, edit and publish science and technology or science popularization journals;
5. boasts sound administrative organs and sources of funds.
Article 33National societies that comply with the provisions of the Article 32 of the Constitution shall apply to the China Association for Science and Technology, and will be admitted as group members of the China Association for Science and Technology upon approval of the Standing Committee.
Article 34National societies accept the leadership of the China Association for Science and Technology, implement resolutions of the China Association for Science and Technology, undertake and complete tasks entrusted by the China Association for Science and Technology, and elect deputies to participate in the National Congress of the China Association for Science and Technology.
The withdrawal of a national society from the China Association for Science and Technology shall be approved by the Standing Committee of the China Association for Science and Technology.
Article 35National societies’ member congress is held once every three to five years, deciding working policies and tasks of the society, deliberating and approving work reports and financial reports of the council of the society, formulating and modifying regulations, and electing new councils.
Article 36Offices of national societies work under the leadership of the council and management of societies’ supporting units.
Article 37In case a national society seriously violates the Constitution of the China Association for Science and Technology, it shall be punished by getting a warning, required for rectification within a time limit, delisted and so on upon the approval of the Standing Committee of the China Association for Science and Technology.
Article 38Associations for science and technology of provinces, autonomous regions and municipalities directly under the Central Government are non-governmental organizations under the leadership of Party Committees of provinces, autonomous regions and municipalities directly under the Central Government, and are local organizations subordinate to the China Association for Science and Technology.
Article 39Associations for science and technology of provinces, autonomous regions and municipalities directly under the Central Government accept professional guidance of the China Association of Science and Technology. Provincial-level societies are under the leadership of provincial associations for science and technology and under the guidance of corresponding national societies.
Article 40Associations for science and technology of provinces, autonomous regions and municipalities directly under the Central Government are composed of provincial societies and municipal associations for science and technology.
Municipal associations for science and technology are composed of societies of the same level and county (city) and district-level associations for science and technology.
County (city) and district-level associations for science and technology are composed of societies of the same level and grassroots organizations.
Article 41Local associations for science and technology shall implement the Constitution and resolutions of the China Association for Science and Technology, and elect deputies to attend the Congress of the association for science and technology at a higher level.
Article 42The member congress of local associations for science and technology is held once every five years, deciding working policies and tasks of the local association for science and technology, deliberating work reports and financial reports of the committee of the local association for science and technology, and electing new committees of the local association for science and technology.
Article 43Associations for science and technology (associations for popularization of science and technology) established by enterprises and institutions as well as township and sub-district communities boasting many scientific and technological professionals are grassroots organizations of the China Association for Science and Technology, and are operated under the guidance of local associations for science and technology.
Township associations for science and Technology (associations for popularization of science and technology) keep contact with and provide guidance for rural professional technical associations.
Article 44Major Tasks:
1. To carry out social science and technology popularization activities, guide the people to advocate science, resist superstition, change customs and break bad habits, advocate a scientific and healthy lifestyle and a civilized and economical consumption mode, and promote the construction of a resource-saving and environment-friendly society.
2. To organize and mobilize scientific and technological professionals to actively participate in academic exchanges and activities for popularization of science and technology, and promote the formation and development of a social fashion of advocating, loving, learning and using science.
3. To carry out training programs on and promotion of application of practical technologies in rural areas, guide farmers to establish the concept of scientific development, cultivate new farmers who are educated, technology supported and good at operation, improve farmers' scientific and cultural literacy, and promote the construction of a new socialist countryside.
4. To carry out scientific and technological activities such as technical consultation and providing technical services, promote technological development and transfer, enhance independent innovation capabilities of enterprises, and promote the establishment of technological innovation systems with enterprises as the main body.
5. To reflect suggestions, opinions and needs of grassroots scientific and technological professionals, safeguard their legitimate rights and interests, and improve their living and working conditions.
Article 45Associations for science and technology at all levels shall manage their working staff in accordance with relevant provisions of the State.
Article 46Societies affiliated to associations for science and technology at all levels shall implement corresponding cadre and personnel management systems according to the staffing nature and management needs.
Article 47The working staff of government-sponsored institutions affiliated to associations for science and technology at all levels shall be managed in accordance with the regulations on the management of government-sponsored institutions in the State.
Article 48The working staff of associations for science and technology at all levels shall love the cause of the association of science and technology, uphold the idea of providing services for scientific and technological professionals, and have a relatively high-level understanding of policies, wider range of professional knowledge, and stronger ability in organization and carrying out social activities.
Article 49Associations for science and technology at all levels shall strengthen the training and education of their working staff, carry out training in a planned and organized way, and improve the political literacy and professional quality of the working staff.
Article 50Sources of Research Funds
1. Financial allocation;
2. Grant-in-aid;
3. Donation;
4. Membership dues;
5. Income of affiliated enterprises and government-supported institutions;
6. Other income.
Article 51To establish special funds for academic exchanges, popularization of science and technology, and awards.
Article 52To stablish a democratic financial management system under the leadership of the Standing Committee.
Article 53Funds and assets of associations for science and technology at all levels and the real estate allocated to associations for science and technology by the State and local governments shall be protected by law, and no unit or individual is allowed to occupy, divert or arbitrarily allocate them; the subordinate relationship of assets of enterprises and government-supported institutions affiliated to associations for science and technology at all levels shall not be changed at will.
Article 54The emblem of the China Association for Science and Technology is composed of ancient astronomical instruments, spacecraft, gears, ears of wheat, Rod of Asclepius, and the name of the China Association for Science and Technology in both Chinese and English.
Article 55The emblem of the China Association for Science and Technology is allowed to be hung in offices, activity places and conference venues, printed on publications, or made into badges to wear.
Article 56The China Association for Science and Technology is located in Beijing. The name of the Association is CHINA ASSOCIATION FOR SCIENCE AND TECHNOLOGY, shorted as CAST.
Article 57The National Committee shall formulate the General Rules for the Organization of National Societies in accordance with articles of this Constitution.
Article 58National societies may formulate articles for their own in accordance with relevant regulations of the State Council on the administration of the registration of social organizations, articles of this Constitution, and the Model Text of Articles for Social Organizations issued by the Ministry of Civil Affairs of the People’s Republic of China.
Local associations for science and technology may formulate detailed rules for implementation in accordance with articles of this Constitution.
Article 59The China Association for Science and Technology is responsible for the interpretation of this Constitution.
Article 60The Constitution takes effect upon acceptance of the National Congress of the China Association for Science and Technology.
